Ukraine Just Got More Expensive for Europe.

For four years, the arrangement was straightforward.

The United States sent weapons and ammunition to Ukraine.

Europe sent weapons and ammunition to Ukraine.

The Biden administration's own figures put direct US military assistance to Ukraine at $65.9 billion.

That changed once Trump returned to office. In July 2025 there was even a temporary halt of some shipments. 

That is when NATO introduced the Prioritised Ukraine Requirements List (PURL).

Ukraine - not a member of the EU OR NATO - writes its shopping list, the United States delivers, and other NATO partners (EU) pay the bill.

By June 2026 the bill rose to $6 billion dollar.

Trump has now asked the obvious Trump question: why did we only start charging in 2025?

On September 3, Trump announced that the United States would ask Europe to reimburse Washington for the aid supplied to Ukraine under the Biden administration.

“The Biden Administration gave far more Munitions away to Ukraine, at no cost to them, whatsoever, than we have used in Iran,” Trump wrote.

“Hundreds of Billions of Dollars was given to Ukraine and NATO, free of charge, that Europe would have paid for - If they were only asked, but we will be asking for that money, though somewhat belatedly!”

Europe Is Already Paying

The timing is particularly charming because Europe has hardly stopped spending on Ukraine.

At NATO's Ankara summit in July, European allies and Canada pledged €70 billion in military equipment, assistance and training for Ukraine for 2026, while agreeing that they now finance the vast majority of security assistance.

The question is not how much Ukraine needs, but how much Europe is prepared to keep spending, and for how long.

European governments are already committing enormous sums to Ukraine while their own citizens are dealing with high taxes, struggling industries, expensive energy and public infrastructure.

Strangely enough, Europeans might even consider schools, roads, railways, science, border control and a competitive European economy as legitimate uses for European taxes, instead.

Whatever one thinks should have happened in 2014 or 2022, four more years of people dying are not a policy objective. At some point the purpose has to be to end it.

Washington is talking to Moscow again. Europe continues to fund the death machine and escalate.

Trump appears to have found a very simple way of testing how strongly Europe believes in that strategy.

Boris Johnson's role in this - Former Israeli prime minister Naftali Bennett said Western governments effectively blocked the diplomatic route he was trying to facilitate, although he also described Biden as somewhere between Johnson's harder position and the more pragmatic approaches of Macron and Scholz.

Ukrainian negotiator Davyd Arakhamia later described Johnson coming to Kyiv with the message that the West was not ready to sign anything with Putin and wanted Ukraine to continue fighting. There is therefore substantial evidence that Western backing for continuing the war materially affected Kyiv's calculation.
